It is a skilled bureaucracy that does not get involved in politics. The organizational concerns that persist in a neutral competence framework are (1) competing definitions for an organization's goals, (2) fighting between agencies, (3) coordination of agencies, and (4) the role of staff. Executives have attempted to reorganize the structure of an organization in order to solve these problems. They have tried to reduce their control over different areas or improve the logical grouping of activities. Reorganization efforts have also sought to promote executive leadership, defined as strong executive leadership and department heads all politically chosen for the organization; or representativeness, defined as an organization that responds to Congress and to agency clientele. |
