12. Foreign Policy and Homeland Security

Exercises

  1. Homeland Security, the 9/11 Report and Suggestions

As discussed in chapter 12, the National Commission on Terrorist Attacks Upon the United States (or the 9/11 Commission) developed and released a major report in 2004 in regard to the September 11, 2001, attacks and what the United States could have done to prevent them. The report also includes a number of recommendations about how to improve homeland security.

Go to the report at the 9/11 Commission site. Read the Executive Summary. Scroll down to chapters 12 and 13 of the report. These contain a number of recommendations. Select three of these and respond to the following.

    • Summarize the recommendation. How will it improve homeland security?

    • Did Congress or the administration have a reason for not implementing a particular recommendation?

  1. Foreign Aid and Other Global Issues

This exercise asks you to examine information and data related to different forms of foreign aid and other global issues. Go to Global Issues.org. First, examine the issue of international aid from OECD countries. Click on the link for "US and Foreign Aid," and then on "Foreign Aid Numbers In Charts and Graphs." You will be examining Official Development Assistance (ODA) of a number of countries.

    • Which countries provided the largest amounts of money in the most recent year shown?

    • Examine the countries in terms of ODA as a percentage of GNP. How does the data change in terms of the amount of support provided?

    • What is your perspective of the role of the United States in providing foreign aid? Discuss.

    • Go back to the Global Issues.org home page. Select any of the topics. There are a number of resources under each of these topics. Provide a summary of one of these and discuss the role of the United States in the issue.
