Americans responded to the September 11 terrorist strikes on New York and Washington, D.C., with a mix of anger toward the terrorists, generosity and empathy for the victims, and bewilderment at the intentions of people who would kill themselves and thousands of others.
Policymakers face daunting tasks in waging war against shadowy terrorists and preventing further attacks, and they also must navigate the U.S. public reaction. A majority of Americans support military action, but they puzzle over the motives of terrorism and wonder why the U.S. is hated by so many people abroad.
