By Rhodes Cook

The South Dakota Rules

June was once dominated by California primary; now only three small states remain—Montana, New Mexico, and South Dakota. the latter once voted in February, but in 2000 bucked the tide of states surging toward the front of the calendar by moving its presidential primary back to June. It saved South Dakota money by consolidating the primary for president with that for other offices.

Participation in the primary is limited to registered voters in each party. As of October 2006, there were 507,132 active registered voters in South Dakota—240,101 Republicans, 190,905 Democrats, and 76,126 independents and third-party voters.
